Have you received a TCBMP Maintenance Verification Form from the City of Carlsbad?

Every May, the City of Carlsbad sends out a round of Treatment Control BMP Maintenance Verification Forms to owners and managers of properties with stormwater units requiring routine maintenance. If you have received a form, it means you are required to be maintaining the stormwater system on your property. Staying on top of the compliance process keeps the city happy while keeping our streams, rivers, lakes and ocean clean.

 

Treatment control best management practice (TCBMP) is the technical term used for a stormwater filtration unit. These units, which range from drainage inserts and vaults to downspouts and detention basins, capture stormwater pollution that would have otherwise flowed to our waterways. Regular maintenance ensures functionality of the filtration system, and this verification process ensures maintenance is taking place. 

 

UNDERSTANDING THE FORM

Each page of the form lists a BMP unit. Under the 'BMP Information' section, you'll find the details of each unit, including identification number, type, description and location.The 'BMP Verification and Maintenance' section is where service-related information is to be entered by you or your stormwater vendor. It is a good idea to include the service months of your regular maintenance program so the City knows the unit is being cared for.The bottom provides a place for signature as an authorization that maintenance is taking place. This process is repeated on each page for every BMP on the property. The form must then be returned to the City by its deadline.

 

CITY INSPECTIONS + DEFICIENCIES

The city inspectors will begin visiting properties to conduct BMP inspections over the summer. Owners and managers will be informed of any deficiencies noted by inspectors on a Deficiency Notice. Keep in mind that even with a regular service program in place, deficiencies can still occur as a result of BMP damage, weather conditions or other factors. You are given sufficient time to address any deficiencies.
